This Invitation for bids follows the general procurement notice for this project that appeared in Development Business on May 03, 2012.

Montenegro has received a loan in the amount of 12.00 million EUR (equivalent to US$ 15.98 million) from the International Bank for Reconstruction and Development (IBRD) for the “Higher Education and Research for Innovation and Competitiveness” (HERIC) project.

The Ministry of Education (MoE) intends to apply part of the proceeds of this loan towards payment for the Works for adaptation of facility for persons with disabilities for Faculties.

The Ministry of Education through the HERIC PMT and Technical Service Unit invites sealed bids for the of Works for adaptation of facility for persons with disabilities for Faculties. Works will include construction-craft works, high voltage electrical installation works, low voltage electrical installation works, elevator mechanical installations works, water supply and sewage installation works.

Qualifications requirements include:

a) The minimum average required annual volume of construction work for the successful Bidder during the last three years (2014, 2015, 2016) shall be 1,300,000.00 EUR.

b) A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2014 and application submission deadline: (i) two (2) contracts, each of minimum value 170,000.00EUR, or minimum one (1) Contract, minimum value of 340,000.00EUR;

c) The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be 200,000.00EUR;

d) Prior to contract signing successful Bidder is obliged to provide:

  • license for execution construction and construction-craft  works on architectural facilities;
  • license for execution of works on electrical installations high voltage;
  • license for execution of works on electrical installations low voltage;
  • license for execution of works on mechanical facilities, equipment and installations;
  • license for  execution plumbing and sewerage system.

Bidding will be conducted through the National  Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers [edition January 2011] (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 50,00EUR on the account 832-1191-19. Interested bidders may obtain further information at the same address.

Bids must be delivered to the address below on or before September 14, 2017, 12:00h. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below September 14, 2017, 12:05h.

All bids must be accompanied by a Bid Security of amount 4,500.00EUR
