Request for Expressions of Interest for Technical Control of the Main Technical Design Documentation for Faculties

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business on May 03, 2012.

Montenegro has received a loan in the amount of 12.00 million EUR (equivalent to US$ 15.98 million) from the International Bank for Reconstruction and Development (IBRD) for the “Higher Education and Research for Innovation and Competitiveness” (HERIC) project.

The Ministry of Education (MoE) intends to apply part of the proceeds of this loan towards payment for consulting services under the contracts for Technical Control of Main Technical Design Documentation for Faculties.

The consulting services being sought (“the Services”) include Technical Control of the Main Technical Design Documentation developed by Technical Design Consultant hired for developing the main technical design documentation to support disabled student access for faculties in Montenegro.

During the Project implementation, HERIC project management noticed that additional infrastructure investments are needed at the University of Montenegro faculties to facilitate access for persons with disabilities. Priority investments are linked with the following faculties facilities: 1) Faculty of Civil Engineering building (Podgorica); 2) Faculty of Law building (Podgorica); 3) Faculty of Philosophy building (Nikšić) and 4) Faculty for Tourism and Hospitality Management (Kotor).

Civil-construction, electrical and mechanical works for which main technical design documentation is prepared are subject to technical control.

The planned deadline for completion of the assignment is 1 (one) month from the day of signing the contract.

The MoE through the HERIC Project Management Team and Technical Service Unit now invite eligible consultant companies to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments performed, experience in similar conditions, etc.).  

Qualification criteria include:

  • At least 5 years of experience in the similar assignments; the consulting company should provide a clear  overview proving an illustration of having conducted similar services in preparation of technical design/technical documentation/technical control in the past 5 years (staring from 1st January 2012 until the deadline for submission of EoI). The overview must include: detailed data on the client for which the services were/are prepared, description of the service provided, value of the contract for performed services, information on the project realization dates, as well as the client's contact person. The selected consulting company must submit, prior contract signing, all needed licenses issued by responsible state authority, including licences for staff; 
  • The capacity and availability of staff and resources to carry out the required services for the required period of time (individual experts’ bio data will not be considered for evaluation).

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Experience of the consulting firm associated as sub-consultancy will not be considered for evaluation for shortlisting.

A consultant company will be selected in accordance with the selection of Consultants’ Qualifications-CQ procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January, 2011).

Expressions of interest must be delivered to the address below by February 28, 2017, 15.00h local time.

EoI can be submitted via E-mail or in an envelope and must clearly indicate project name, subject number and sender details.
