Request for Expressions of Interest for Technical Assistance for impact assessment of implemented collaborative R&D grant projects

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business on May 03, 2012.

Montenegro has received a loan in the amount of 12.00 million EUR (equivalent to US$ 15.98 million) from the International Bank for Reconstruction and Development (IBRD) for the “Higher Education and Research for Innovation and Competitiveness” (HERIC) project.

Ministry of Science intends to apply part of the proceeds of this loan towards payment for Technical Assistance for impact assessment of implemented collaborative R&D grant projects. 

The purpose of this service (“the Service”) is to analyse the results of eight collaborative projects and the impact that their implementation has had on research environment, education, business-academia cooperation, jobs creation, as well as on other stated aims of CRDS program, with specific focus on sustainability of achieved project results and their market potential.

The selected consultant will be responsible for the following activities:

  • Collect and analyse information and documents relevant for the assignment; Review the CRDS program scheme, 8 projects and their final reports, which contain detailed information about project plan, structure, implementation and obtained results.       
  • Define of method and assessment criteria (impact indicators) for conducting this specific impact assesment. If necessary, obtain additional information from the representatives of grant projects.
  • Prepare and submit Impact Assesment Report, icluding recommendations regarding the aspects that could be improved for future similar R&D grant scheme, in order to ensure sustainability of project results.
  • Prepare and present  the findings in Montenegro, in collaboration with the MoS;

It is expected that the selected consultant will take up his/her work by beginign of May 2019. The work will be completed by mid June 2019. The consultant will charge up to 20 days for this work. It is envisioned that the work will require at least one trip to Montenegro.

Ministry of Science, through the HERIC PMT and Technical Service Unit, now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, brochures, description of similar assignments performed, experience in similar conditions, etc. documentation shall be presented in English language). Individual consultants may be offered through firms or other organizations, but the qualifications of the individual consultant will be the basis of selection. Contract will be signed with proposed individuals.

Qualification criteria are:

  • At least 10 years of experience in the area related to science and research, or development and assessment of scientific grant schemes, or similar
  • Proven experience in review and evaluation of R&D projects and programs
  • Advanced University degree (Master or PhD)
  • Previous work experience in Montenegro would be an advantage
  • Fluency in English required. Fluency in Montenegrin would be an advantage

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (edition January 2011) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.
