Request for Expressions of Interest for Advisor for the Analysis of Tracer Study Data

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business on May 03, 2012.

Montenegro has received a loan in the amount of 12.00 million EUR (equivalent to US$ 15.98 million) from the International Bank for Reconstruction and Development (IBRD) for the “Higher Education and Research for Innovation and Competitiveness” (HERIC) project.

Ministry of Education intends to apply part of the proceeds of this loan towards payment for consulting services under the contract for Advisor for the analysis of Tracer Study data.

The purpose of this service („the Service“) is to recruit the consultant to perform the analysis of data collected for two years (students graduated in year 2009 and 2013) through the tailor-made software and prepare a detailed analytical report. The selected consultant should develop a clear methodology for the analysis of collected data, which will be able to adequately reflect the main objectives of Tracer Study implementation.

It is envisioned that the selected consultant will perform the following activities:

  • Designing the Assignment approach and a detailed methodology which will be used for processing of data, which will include a draft-outline (content) of the Analytical Report;
  • Processing and analyzing of all data and information obtained in the course of data analysis;
  • Preparing the detailed Analytical Report;
  • Liaise and ensure constant communication/coordination with Project Management Team members and the Ministry of Education representatives regarding all aspects of the assignment;
  • Preparing and organizing a presentation on findings from the Analytical Report for key audiences.

It is expected that the selected consultant will take up his/her work by begining of July 2017. The work will be completed by end of July/begining of August 2017. The consultant will charge up to 12 days for this work. All deliverables must be submitted in Montenegrin and English and must be reviewed and approved by the Ministry of Education.

Ministry of Education, through the HERIC PMT and Technical Service Unit, now invite eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, brochures, description of similar assignments performed, experience in similar conditions, etc. documentation shall be presented in English language). Individual consultants may be offered through firms or other organizations, but the qualifications of the individual consultant will be the basis of selection. Contract will be signed with proposed individual.

Qualification/mandatory criteria are:

  • University degree;
  • Proven first-hand experience in producing analytical reports/studies and statistical analysis, at least 2 reports/studies/statistical analysis in the last 3 years;
  • Basic computer software literacy;
  • Fluency in Montenegrin required.

Evaluation criteria are:

  • Work experience in the area of higher education and labor market;
  • Experience and in-depth knowledge on higher education system development processes;
  • Proven first-hand experience in usage of advanced statistical software/tools.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (edition January 2011) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.

Expressions of interest must be delivered to the address below by July 4, 2017, 15:00h local time.
