Request for Expressions of Interest for International Technical Assistance for development of legislation for fiscal incentives for innovative activities within business sector

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business on May 03, 2012.

Montenegro has received a loan in the amount of 12.00 million EUR (equivalent to US$ 15.98 million) from the International Bank for Reconstruction and Development (IBRD) for the “Higher Education and Research for Innovation and Competitiveness” (HERIC) project.

Ministry of Science intends to apply part of the proceeds of this loan towards payment for International Technical Assistance for development of legislation for fiscal incentives for innovative activities within business sector.    

The purpose of this service (“the Service”) is to provide technical assistance/expert support for development of legislation for fiscal incentives (tax, customs etc.) for R&D and innovation activity within business sector in Montenegro, in order to straighten its competitive capacities.

As a result, the selected Contractor should provide to the Beneficiary a set of documents that shall enable it to:

  1. Make an informed decision regarding the model of legislative reform that is the most appropriate for Montenegro to boost innovative business;
  2. Obtain appropriate and fully prepared draft of legislative act(s) that provide fiscal incentives (tax, customs etc.) and other possible types of stimulating measures for innovative business and business which invests in R&D;
  3. Properly monitor and evaluate economic impact of legislative reform to be adopted in short, medium and long term.

It is expected that the selected Consultant will take up his/her work by beginning of May 2019. The work will be completed by the end of June 2019.  

Ministry of Science, through the HERIC PMT and Technical Service Unit, now invites eligible Consultant companies to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (documentation shall be presented in English language).

Qualification and evaluation criteria are:

  • At least 5 years of experience in conducting similar and complementary services (legal and fiscal consulting services). Overview must include: description of service, information on the realization dates, as well as Client’s contact person;
  • The capacity and availability of staff and resources to carry out the required service for the required period of time. Contractor should have available staff composed of at least two experts for this Service: Expert for fiscal/economic aspect, and Expert for legal aspects. (Key Experts’ CVs will not be evaluated at the shortlisting stage);

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (edition January 2011) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Consultants’ Qualification (CQ) method set out in the Consultant Guidelines.

Expressions of interest must be delivered to the address below by April 15, 2019, 12,00h local time.

EoI should be submitted Via E-mail and in hard copy in envelope, and must clearly indicate project name, subject number and sender details.
