Request for Expressions of Interest for PROJECT ASSISTANT—HIGHER EDUCATION (PAHE)

Montenegro has received a loan in the amount of 12.00 million EUR (equivalent to US$ 15.98 million) from the International Bank for Reconstruction and Development (IBRD) for the “Higher Education and Research for Innovation and Competitiveness” (HERIC) project.
The Ministry of Education intends to apply part of the proceeds of this loan towards payment for consulting services under the contracts for positions Project assistant—Higher Education (PAHE).

The PAHE will serve as one of two project support staff members within the HERIC project, who will report to the PMHE. The Project Assistant will be responsible for supporting the implementation objectives of the designated areas of the project components. In particular, the PAHE will be responsible for the programmatic support for all technical aspects and implementation of overall Component 1, higher education related activities of Components 2 and part of Component 4.

The Project Assistant will provide support to the PMHE and to designated officials in the country, including those in the Ministry of Education (MoE), Ministry of Science (MoS), and

Ministry of Finance, and, in particular the Technical Services Unit (TSU) of the Ministry of Finance. The PAHE will serve as the first point of contact for external stakeholders, including students, academic staff, employers, and others interested in the programs being offered through the HERIC project.

The successful applicant will be recruited full time on a contractual basis for a period of 12 months, which can be renewed on regular basis till the end of the project and based upon performance.

The Ministry of Education through the Technical Service Unit now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, brochures, description of similar assignments performed, experience in similar conditions, etc.).

Qualification and experience:

Qualifications and skills
o Higher education degree (240 ECTS or equivalent)
o Excellent fluency in English and Montenegrin
o Computer literacy
o Demonstrated high quality organizational, writing, and communication skills*
o Demonstrated interpersonal skills*
o Education in the area of education policy or management, or project management will be a plus
* proven by reference letters from previous employers

General professional experience
o At least 3 years of professional experience
o Experience working with or within both the public and private sector will be a plus

Specific professional experience
o At least 1 year experience with donors / donor-funded projects
o Experience with projects / research grants administration will be a plus
o Experience with universities / academic faculties / higher education community in teaching / research / administration will be a plus
o Experience with World Bank or EU projects will be a plus
* The required minimum experience should be demonstrated by at least one assignment that included similar tasks during the last 5 years.
