Post-evaluation workshop on Montenegrin higher education system held

A report on the review of higher education system, prepared within the external institutional evaluation of higher education institutions in Montenegro, implemented within the “Higher Education and Research for Innovation and Competitiveness - HERIC”, was presented at a workshop that was held on Friday, 19 October 2018, at the Ministry of Education.

The report, identifying challenges faced by the entire Montenegrin higher education sector and providing recommendations for their overcoming, was prepared by the Institutional Evaluation Programme (IEP), an independent membership service of the European University Association (EUA), which is a full member of the European Association for Quality Assurance in Higher Education (ENQA) and is listed on the European Quality Assurance Register for Higher Education (EQAR). The preparation of the system review report was preceded by the external evaluation process of all Montenegrin institutions of higher education, which resulted in nine individual reports for each institution of higher education.

The main findings of the report were presented by Tia Loukkola, Director of IEP Secretariat and Thomas Jørgensen, EUA Senior Policy Coordinator. They gave an overview on the current situation in the overall higher education system, as well as recommendations for its further improvement, focusing particularly on: governance, culture of quality, learning and teaching, research, service to society and internationalization. Looking back at the initial evaluation conducted in 2013/14, the experts comended the positive changes that have been implemented over the previous period, both at the system level and at the institutional level.

Mubera Kurpejović, Director General of the Directorate for Higher Education, addressed the participants of the workshop on behalf of the Ministry of Education, underlining the importance of the report and the value of its recommendations for further development of higher education in Montenegro.

The workshop brought together representatives of higher education institutions who participated in the evaluation process and the authorities in charge of higher education who had the opportunity to consider in consultation with experts how to implement the recommendations they received in the best manner.
