Conducted Follow-up External Evaluations of Montenegrin Higher Education Institutions

Within the “Higher Education and Research for Innovation and Competitiveness – HERIC” project, the Ministry of Education has conducted, during 2017 and 2018, follow-up institutional external evaluations of all higher education institutions in Montenegro, with a view to improving the quality and relevance of higher education in Montenegro. This process reviewed the impact that the previous external evaluation, carried out in 2013/14, has had on the improvement of the quality of work of the institutions, the implementation of the recommendations provided, and considered new aspects and challenges the institutions are facing. The process also involved the initial external evaluation of three institutions that were not evaluated in 2013/14, as they were in the process of being established.

The entire process was completed by the independent membership service of the European University Association (EUA), i.e. the Institutional Evaluation Programme (IEP), which is a full member of the European Association for Quality Assurance in Higher Education (ENQA) and is listed on the European Quality Assurance Register for Higher Education (EQAR).

The completed external evaluations resulted in nine individual reports on the external institutional evaluation, which provide an overview of the current situation at these institutions, as well as the recommendations for their further improvement. The reports are based on the self-evaluation reports prepared by the institutions and information provided in direct communication with the institutions’ management, teaching staff, students, business partners and other stakeholders. They are structured in eight chapters with special focus on: governance and strategic planning, quality assurance, learning and teaching, research, service to society and internationalization.
