Higher Education Finance Reforms and Implementation of Quality Assurance Norms

This component was designed with the Government of Montenegro to support implementation of key higher education finance and quality reforms, based on the specifically identified goals within the Strategy on the Development and Financing of Higher Education. This component is primarily financing technical assistance, in the form of training for capacity building and international and local consultancies, as well as grants to faculties to support the implementation of the strategic reforms. By financing the implementation of these reforms, this component would support the Government of Montenegro’s efforts to:

  • Ensure that the mechanism for financing teaching/research in higher education follows global good practices, promotes both efficiencies and innovative practices, and ensures that the limited public resources spent in this area are directed toward results and outputs in a manner relevant to the public interest. The envisioned finance reform efforts will    promote flexibility and innovation at all levels of higher education — universities, institutes, faculties, and academic programs;
  • Improve quality assurance processes and reaccreditation procedures to be more transparent and relevant. In light of the need for increased quality assurance, a key consideration in the Strategy on the Development and Financing of Higher Education, this component would finance activities to improve the administrative capacity of the Council of Higher Education and support capacity building in quality assurance within the Higher Education Department of the Ministry of Education and other relevant stakeholders in the higher education sector. Additionally, it would also finance external evaluations of all Higher Education Institutions, including baseline and follow-up studies. Some identified needs of individual faculties would be financed under implementation of grants. This component would also finance the development of a National Qualifications Framework to serve as a foundation for potential future work on assessing learning outcomes.
  • Enhance the quantity and quality of data collected about higher education and research, to support future policy development and interventions and to conform to both EU expectations and international good practices. Such information is useful for helping policy makers and higher education institutions detect which programs and fields of study are in high demand among employers.
