If the institutions provide co-financing of the project, will it be scored separately?    

Financial contribution will be evaluated during the evaluation together with in-kind contribution of applicants and partners and will not be subject to special assessment, but this kind of contribution is preferred.

Will the applications be treated equally regardless of the value of the project, i.e. the amount of the requested grant?  

The proposed project has to be worth up to € 3.7 million, and the value of the proposed project will not be a decisive criterion for obtaining a grant to establish a Center of Excellence if the proposed amount is within this limit. However, the proposed costs should be presented realistically and should be aligned with the actual needs of the project, which will be subject to assessment by the evaluators.

How to resolve the possible conflict of interest if a member of the Council for Scientific Research Activity is in some way connected with any of the proposed projects to be included in the final ranking, which is to be considered by the Council?  

If a member of the Council for Scientific Research Activity is in some way connected with some of the projects proposed, he / she will not participate in the process of reviewing applications, so that possible conflict of interest is avoided. Avoiding conflicts of interest is defined in the rules of the World Bank, which HERIC project follows.

Do the Council for Scientific Research Activities and the Ministry, when making a final decision on the selection of the institutions with which they will carry out the negotiation phase to award a grant to establish a Center of Excellence, have to act in accordance with evaluators scoring, i.e. select top-ranking institution?  

Final Evaluation Committee (FEC) will harmonize the final ranking of applications and will determine the recommendation for the Council for Scientific Research Activity for the selection of CoE. The Council for Scientific Research Activity will review the written reports and ranking of applications submitted by FEC. Than the Council for Scientific Research Activity will prepare a final recommendation for the Ministry of Science related to which application to be selected for funding and the awarding of the status of the Centre of Excellence, based on the recommendations of FEC. Council for Scientific Research Activity can make an exception and change the list submitted by the FEC. In this case, the Council for Scientific Research Activity, in the recommendation submitting to the Ministry of Science, needs to explain and justify in detail why an exception is made and the list of FEC changed

Who is awarded the status of Centre of Excellence?  

Lead Applicant is awarded the status of Center of Excellence, and must be a licensed scientific research institution (or its organizational units) recorded officially in the Register of the Ministry of Science.

Must the Center of Excellence be located in the premises of the lead applicant?      

Center of Excellence must be located in the premises of the leading applicant, but due to the successful implementation of the project, premises of partners from Montenegro may be used as well.

May the Center of Excellence have more departments, that are not located just in one nstitution?      

Center of Excellence can have multiple departments, which are not spatially located in one institution, if such an organization is needed for better project implementation. The Lead Applicant should provide premises and most of the staff and infrastructure, but other partners are also obliged to provide the same, depending on the activities that they are in charge. Thus, for example, the premises of partners’ institutions can be used for conducting the certain researches, organizing training, etc. All the premises that will be used during the project realization will be considered as joint laboratory of the Center of Excellence.

Who is responsible for grant funds managing?  

The Lead Applicant will be responsible for the financial management of the grant. The funds from the grant for CoE will be paid directly to the Lead Applicant, who has to open a special bank account or sub-account of the existing account, only for the inflow of funds from a grant. Records and bank statements for this account have to be available for inspection and verification by the HERIC team and external auditors. Technical Support Unit at the Ministry of Finance, which has been established to support World Bank projects in Montenegro, will have particular responsibility for making payments and for procurement during project implementation.

Can partner institutions, besides the lead applicant which is awarded the status of the Center of Excellence, obtain grant funds?    

The Funds will be paid to the special bank account of the Lead Applicant so that partner institutions will not receive funding from the grant directly. However, the partners will use the funds from the grant in a way that their scientific staff, involved in the project will be eligible for fees, visits to scientific conferences, training and other support activities in order to raise the quality of their research work.

How the procurement process is going to be conducted, according to which / whose rules?  

The procurement procedure will be conducted under the World Bank rules, defined in the relevant regulations which are listed in the Guide for Applicants, which will be implemented by the Technical Support Unit of the Ministry of Finance.
