The project deals with advancing the Internationalisation of higher education in Montenegro. Internationalisation is not a goal in itself, but it will improve the overall quality of education, prepare the students for a global world and follow the labour market demands.

The overall objective of the project is:

  • To foster the process of integrating an international dimension into the teaching, research and service of the University of Montenegro (UoM);
  • To mobilize and involve more human resources and provide an enabling environment that will lead to improved functioning of various services related to international affairs
  • To facilitate cross-border movements of students and teachers and active initiatives concerning international competitiveness and collaboration. This will lead to an improvemed internationalization and global competitiveness of the university
  • To increase the number of partnerships with foreign universities and the  opportunities for cooperation within these partnerships
  • To increase the comparability and competitiveness of the skills and knowledge of students, academic staff and researchers not only at the national but also at the international level.

The specific objectives are:

  • The development of an operational network of international relations coordinators within the establishment of international relation offices at all faculties (responsibility of the faculties in cooperation with the Rectorate);
  • Increasing efficiency in the field of mobility (the development of defined processes, implementing software to deal easier with processes, conducting continuous training of Vice-deans and international relations offices staff for international cooperation);
  • Improving the quality of the advice and support of the students, academic and non-academic staff of the university regarding international affairs and career opportunities.

The indirect objectives are:

  • Improved division of labour and responsibilities in the area of international relations within the university;
  • improved provision of data for informed decision making processes;
  • Improved mobility of students, academic and non-academic staff (higher number);
  • Improved processes related to preparation of applications for various externally funded projects;
  • Improved information of all relevant groups (students, academic and non-academic staff) on the opportunities offered within various international programmes and schemes (up to date, transparency).

Target group(s)

The group that will be influenced by this project is entire population of the University of Montenegro – above all students, but also academic and non-academic staff. This implies:

  • 20236 students at all level of studies at the University of Montenegro,
  • 1362 employees as the academic staff and,
  • 482 employees as the non-academic staff.

According to the 2015/2016 mobility data there were 43 members of academic staff using outgoing mobility opportunities, and 30 incoming academics who came to the University of Montenegro for their research or study visits. Also, there were 85 outgoing students through student exchange programs, and 15 incoming foreign students. Compared to the same data from 2014/2015 there was a decrease of app. 40% of incoming and outcoming academic staff, but the number of outgoing students increased more than twice. The number of incoming students is larger by appoximately 15% than in previous academic year. It should be pointed out that these are successfully completed exchanges, but the number of received and processed applications was significantly higher. All of these confirms the need expressed by the project idea to procure a software for managing mobility because the University of Montenegro is constantly facing an increase in the number of requests for exchange programs.

Estimated results

Major results:

  • Functioning cooperation and communication of the team of international affairs;
  • Improved work processes in the field of international cooperation;
  • Capacity building of staff involved dealing with international affairs;
  • Increasing visibility in the international higher education area.

Other results:

  • Learning about the best practice of EU universities, knowledge transfer for EU universities to the University of Montenegro;
  • Three workshops for the University of Montenegro staff dealing with internationalization issues.


Main activities

The project will be implemented over 9 months through 4 Work Packages (WPs) and the following activities (A) associated with them:

WP1: Development of an operational network of international relations coordinators

A.1.1.   Analysis of the needs and the current status of the International Team at the  UoM (Review of existing situation in the area of international cooperation – organisation of work, division of responsibilities, decision-making, communication and information channels);
A.1.2.   Review of existing best practise examples of the division of labour, authority and competencies in the field of international relations in universities;
A.1.3.   Study visit to the University of Ljubljana (Best practise);
A.1.4.   Development of an agreement of the division of work and clear responsibilities.

WP2: Development and implementation of a Process Management system

A.2.1.   Definition of processes and preparation of written guidelines describing in detail clear assignment of roles and responsibilities;
A.2.2.   Analysis of the needs of a “mobility-managing-software”;
A.2.3.   Review of existing good examples of existing software solutions (MoveOn, Mobility Onlne, Talpas);
A.2.4.   Implementation software for the needs of a modern mobility managing software including:

  • Data collection system for informed decision-making;
  • Establishment of an information exchange platform within the International team of the UoM (International Office and international relation offices at all faculties);
  • Start of data collection for an alumni network for all exchange students (incoming and outgoing);

A.2.5.   Workshop 1: Training of the staff how to use the software;
              Workshop 2: Exchange of experiences regarding the new software and training in respect of the needs of the               participants.

WP3: Dissemination, quality control and sustainability

A.3.1.   Internal and external dissemination of the project (Information meeting of all relevant stakeholders within the UoM and all other universities in Montenegro);
A.3.2.   Quality management of the project (now and in the future).

WP4: Project Management

A.4.1. Establishing the Project Management Bodies that will be in charge of monitoring  the timely and quality implementation of project activities;
A.4.2. Overall project management activities will include regular meetings of the Project Management Body, regular communication and informing of all relevant actors on the project activities implementation;
A.4.3. Reporting on project activities implementation.
