Request for Expressions of Interest for Software Development Advisor

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business on May 03, 2012.

Montenegro has received a loan in the amount of 12.00 million EUR (equivalent to US$ 15.98 million) from the International Bank for Reconstruction and Development (IBRD) for the “Higher Education and Research for Innovation and Competitiveness” (HERIC) project.

Ministry of Education intends to apply part of the proceeds of this loan towards payment for consulting services under the contract for Software Development Advisor.
Based on the Feasibility study’ findings and recommendations, it is necessary to recruit an advisor to develop tailor-made software for Tracer study implementation, which will be able to collect, analyze and present data in the smooth and consistent way. The consulting services (“the Services”) will include:
 Conduct an analysis of all relevant documentation regarding Tracer study implementation in Montenegro;
 Define the approach and prepare the detail work plan with an accompanying time-table for the assignment;
 Fully develop software solution for the Tracer study implementation, which may consist of the following main segments: i) web questionnaire; ii) server application and iii) client application.
 Conduct an analysis of all necessary hardware equipment, including adequate operating system/s;
 Liaise and ensure constant communication/coordination with Project Management Team members and the Ministry of Education representatives regarding all aspects of the assignment;
 Provide adequate training for higher education institution representatives, including the Ministry of Education’ staff;
 Conduct an adequate testing phase for the full software solution functionality;
 Provide guarantee period of 12 months;
 Prepare necessary presentations for key target audiences;

It is expected that the selected advisor will take up his/her work by April 2015. The work will be completed by October 2015. The advisor will charge up to 130 days under this assignment.

Ministry of Education, through the HERIC PMT and Technical Service Unit, now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, brochures, description of similar assignments performed, experience in similar conditions, etc.). Individual consultants may be offered through firms or other organizations, but the qualifications of the individual consultant will be the basis of selection.

Qualification criteria are:
 University degree in information technologies or equivalent;
 At least 5 years of documented experience in software development;
 Knowledge of: Planning and designing databases; Administration of database servers and application servers; Compiler - design and implementation; Development of language specific to domain; Object - oriented programming; UML and modeling object - oriented system; Codes generators; Fourth generation programming languages; CASE tools to support the development of software systems; Creating a database reports; Internet technology (including HTML; XML; Web services; SOAP; JavaScipt; JSP and JSF; Application servers (Apache , Tomcat , Oracle AS , etc.); GWT Etc; Programming languages (including C / C ++; Java; C #; VB.NET; VB6; PHP; SQL;PLSQL);
 Previous work experience in Montenegro would be an advantage;
 Fluency in English and Montenegrin required.

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.
